Facts

Fabrice Leggeri is accused, in his capacity as former head of the European Union border agency Frontex from 2015 to 2022, of having encouraged his staff to facilitate the interception of migrant boats by the Libyan and Greek authorities, and, as such, of being complicit in crimes against humanity.

Procedure

On 23 April 2024, the Human Rights League (LDH) and Utopia 56 filed a complaint against Fabrice Leggeri for complicity in crimes against humanity.

In March 2026, the Paris Court of Appeal ruled that there were “grounds to initiate a judicial investigation into the facts as set out in the LDH’s complaint”. Following this ruling, a French judge is investigating the claims brought by LDH and Utopia 56.
