Facts
Cyprien Kayumba has spent his entire career in the Rwandan army. At the time of the Rwandan genocide, he was Director of Financial Services at the Ministry of Defense.
He is suspected of having been in charge of arms purchases for the Hutus until at least 18 July 1994.
Procedure
In 2000, the Communauté Rwandaise de France, the International Federation for Human rights, the Ligue des Droits de l’Homme, Survie and the Collectif des Parties Civiles pour le Rwanda filed a complaint against Cyprien Kayumba. An investigation was opened in 2002.
In 2018, Cyprien Kayumba was indicted and placed under judicial supervision.
On 7 January 2025, an examining magistrate from the specialized unit of the Paris judicial court dismissed the case.
The national prosecutor’s office filed an appeal against this decision.
