Le 28 juin 2005, le Comité de soutien pour le Tibet (Comité de Apoyo al Tibet), la Fondation Casa del Tibet et Monsieur Thubten Wangchen, un Tibétain en exil, ont déposé une plainte pénale devant la Cour nationale espagnole (Audiencia Nacional) contre huit personnes (Yin Fatang, Chen Kuiyuan, Deng Delyun, Hu Jintao, Jiang Zemin, Li Peng, Ren Rong and Qiao Shi) sur le fondement de la compétence universelle pour génocide, crimes contre l’humanité, torture et terrorisme commis à l’encontre de tibétains à la fin des années 1980 et 1990.
