Facts

Rachel Touitou is spokesperson of the organisation ‘Tsav 9’.

Rachel Touitou and Nili Kupfer-Naouri are alleged to have been involved in publicly orchestrating and participating in the blocking of humanitarian aid trucks at several entry points into Gaza since January 2024.

Procedure

In November 2024, two complaints were filed respectively by Avocats pour la justice au proche-orient and Europalestine, and the Union juive française pour la paix (UJFP) alongside a victim.

In May 2025, a judicial investigation was opened into the role of Touitou and Kupfer-Naouri in the blockade of humanitarian aid trucks from entering Gaza. The investigation focuses on the charges of complicity in genocide and crimes against humanity, and incitement to genocide followed by effect.

In July 2025, the International Federation for Human Rights (FIDH) and its Palestinian and French member organisations Al-Haq, Al Mezan Center for Human Rights, the Palestinian Centre for Human Rights and the Ligue des droits de l’Homme, joined the case as civil parties.

In July 2025, French authorities have issued warrants for Rachel Touitou and Nili Kupfer-Naouri for complicity in genocide. The warrants call for the two to appear before an investigating magistrate but not for their detention.
